Full-time college graduates (associate degree or above) who are non-local residents (including local university students registered under collective household registration,which is treated as non-local residency),and who come to Xiamen within three years after graduation for job-seeking or internships,and who do not own housing in Xiamen,are eligible to apply for free accommodation. Similarly,full-time undergraduate or higher-level students from outside Xiamen who come for internships also qualify.Accommodation is provided based on a“one bed per person”standard,with a maximum duration of 12 months.Full-time non-degree graduate students (admitted through the national unified enrollment system),as well as students from Taiwan, Hong Kong, Macao, and foreign countries,may also apply by reference.
2. “50% Rent for Five Years” Housing Subsidy
Full-time bachelor’s degree holders or above, aged 35 or younger,who secure their first employment or start a business in Xiamen on or after January 1, 2021,are eligible for a “50% rent for five years” subsidy:
Haicang districts: RMB 6,000 per person per year
Non-full-time bachelor’s degree holders or above,recognized by district governments (or management committees) as key technical personnel, may also apply by reference.
3. Relocation Allowance (Living Subsidy)
Starting July 1,2021, newly recruited full-time graduates hired by enterprises or institutions (excluding those governed by civil service regulations) are eligible for the following one-time subsidies:
Doctoral graduates (aged ≤40): RMB 80,000 per person
Master’s graduates (aged ≤35): RMB 50,000 per person
Bachelor’s graduates from “Double First-Class” universities (or disciplines) or global top 200 universities (aged ≤30): RMB 30,000 per person
Other regular bachelor’s graduates: RMB 10,000 per person
Full-time non-degree graduate students (admitted through the national unified enrollment system),as well as students from Taiwan,Hong Kong, Macao, and foreign countries,may also apply by reference.
Additionally,starting January 1, 2024, graduates from technician colleges’preparatory technician programs are entitled to the same treatment as regular bachelor’s graduates,receiving a subsidy of RMB 10,000 per person.
4. Support for Attracting Young Scientific and Technological Talents
On top of the existing Xiamen Municipal New Talent Relocation Allowance, individuals who have worked for the same enterprise in Haicang District for at least three years—including doctoral graduates, master’s graduates in science or engineering fields, and bachelor’s graduates in science or engineering from “Double First-Class” universities—will receive an additional employment allowance based on their educational level:
Doctoral graduates: RMB 80,000
Master’s graduates (science/engineering): RMB 50,000
Bachelor’s graduates (science/engineering from “Double First-Class” universities): RMB 30,000
5. Support for Local Youth Staying in Xiamen
Graduates from Xiamen-based universities or Xiamen-native graduates who are employed by the same enterprise in Xiamen for at least six months in the year of graduation will receive:
RMB 10,000 for regular bachelor’s graduates
RMB 20,000 for”Double First-Class” or higher bachelor’s graduates,as well as master’s and doctoral graduates
6. Postdoctoral Policies
The Xiamen Postdoctoral Research Workstation provides living subsidies to incoming postdoctoral fellows as follows:
RMB 150,000 per year for those who graduated from overseas universities ranked among the top 200 globally;
RMB 120,000 per year for those who graduated from other universities.
This support is provided for a maximum duration of two years.
Postdoctoral fellows who remain in Xiamen after completing their tenure are eligible for a RMB 300,000 settlement allowance, disbursed in three annual installments.
